Before the rule change you needed to send air groups to reserve for manual swaps. While you can do that in the field now, it is still best done in reserve to not use airbase resources, or have to have the aircraft stay unused on an airbase for a whole turn and also get damaged/fatigued with airbase moves. National reserve increases morale, including a one-off for just going there. So it is also useful to put low morale groups there, or even have your whole air-force on continual rotation in and out of reserve. Also, if you are in the 1 in 10,000 group, it is another way of transporting the air-force without using trucks or fuel. Moving airbases with aircraft is the worst case. Moving forward an empty airbase and then air transferring forward air-groups is much more efficient. But if you are rotating air-groups in and out of reserve (to get the one-off morale boost each time), you are also moving your air-force along with the front at no use of resources at all. National Reserve can also help repair damaged planes as it is always in perfect supply and support whereas your airbases might not be.
