Are Standard Rules and Advanced Rules still part of TOAW IV?

I ask because there was always confusion with new players who wondered why scenarios would not work properly. Even the TOAW III tutorial could not be followed exactly if Standard Rules were being used.

Advanced Rules install ON, but you can turn them OFF.
