What is a "withdraw threshold", what triggers it and how can I get DDG-71 to depart?

I think what that means is having the destroyer fire enough of its weapons that it needs to retire.

I am trying to remember but this is certainly one way, and I think there is a trigger that sends them westward at a certain point - it is usually the expenditure of weapons (or buoyancy [sm=00000028.gif]) that kicks in first though.
