The replacements cost a lot of money. With this RGD, the player can get replacements with Engagement Points.
Is there an historical reason to explain this design choice ?
Recruitment at the start of the war was far easier than during it for both sides and in most areas. I am not surprised by the limitation/s on this feature.

To get parliament's replacements (for Essex's Army), can you play the card anywhere on the map (in Hull for example) ?
One might reasonably expect that "Parliament" replacements can be placed anywhere, however this may not necessarily be so. Recruits for Essex for example, would historically have usually have come from London.
