I can see fast production increases until I reach 50% than slower and more costly increases after that...it costs more to go from 99% to 100% than 40% to 50% production in the real world. It most of my playtests I have found the German player is able to achieve a useful advantage in technology. However the US and Russia in particular appear to be over-competitive in research. Some changes are scheduled. The Russians do begin with a staff shortage early in the game but I will further lower Russian staff experience/morale. Your suggestion that there should be a PP cost to the USA to increase its production during the lead up to the war is an excellent idea and something along those lines will be included in a future version.
