AFAIK, the code has only ever supported English, French & German, never Spanish. (Support for French & German has been removed from Campaign Series: Middle East and later games due to lack of Dev Team resources.)
Translated menus etc. are incorporated into the EXEs at build (compile) time. They are not under player control, cannot be modified by the player.
Except in the case of the frontend launcher menus. For the frontend only, yes, you can redo those menu BMPs as a mod, as you please. (As you have shown in your image.)
But in the game itself, you are stuck with English only.
Also note that the John Tiller Campaign Series has been end-of-lifed. There will be no more updates to JTCS. (But there will be new releases and updates of the newer, next generation Campaign Series.)
