Or the Axis when they align Hungary for example. Or the CW gets access (for practical purposes, acquires) to all the NED resources in the map (Asia)when NED is incompletely conquered, granted in this case it's because of war, but I understand you really meant "Conquer", and this would come from "aligning". Edit, I saw Courtenay edition just now. Almost simultaneous
