In the scenario The Battle for Tunisia, playing as the Axis I'm able to hold out indefinitely. As the Allies I'm unable to make significant headway.

I've been bombing the ports as best I can, but it doesn't get any of the ports down to red, at most they stay at yellow.

Also, when I move my units their CV goes down. Why is this?

As allies you need to keep naval interdiction levels high to disturb Axis supply/replacement deliveries.
I don't know if CV calculation is dynamic (reduced by fatigue from movement or reduced supply on hand) but it may change from terrain effects

Moving increases fatigue, can damage some elements, and uses fuel, and all of these things contribute to CV. So CVs will go down as you move.
