Could someone explain this rule to me please. Initially it costs 25? Admin points to unattach a AA unit from a city and in some instances it costs 1. Why is it so?

I guess the point is that the German cities historically had a lot of AA assigned during the late war.

For game puposes, they also need it during the early days (as the Soviets can bomb and damage an expanding factory for a cumulative reduction in production capacity over several turns). However, it should not be possible for the Germans to simply detach these units and bring them to the front, as that would also be unhistorical and pose a problem to game balance.

AP cost should be based on AA unit size, probably also location (more in Germany and Axis-owned areas, less in occupied soviet union/baltic states). Some info may be in the manual

It's cheaper when enemy is close.

Sure is.

On T1 it costs 50 Admin to unassign from Moscow, 25 from Minsk and 1 from Lvov.

When the enemy is 10? hexes from Minsk it costs 13 and when the enemy gets to 5? it costs 1.

Anyway, what do you do with them after that? Useless?

Put them in Army HQs to increase German losses slightly.
