One suggestion, when units are "training" in the sense that their morale and/or experience is not high enough, do not upgrade their devices that don't upgrade such as their artillery. Use they older devices as well in defensive places.

As Allies, use up the older stuff because you don't automatically create devices when needed. Rear area defenders later on in the war do not need the latest and greatest either so do not rush to upgrade the devices. Many Commonwealth devices are in short supply so do not rush to upgrade the 2 pounder AT Guns and the 18 pounder artillery guns to 25 pounders either. The same with the AAA guns as well. If the Chinese can use the older devices and need them, remember that also takes supplies so maybe limit those to the units that have been bought out or just certain Chinese units that have easy access to the Western Allie's supply sources.

For Japan, while the devices are created as needed it does use supplies when the devices are upgraded so do so slowly. Against the Chinese, don't really bother with the newest devices as the old one will work quite well and that is a place where you can use the obsolete devices from the units facing other enemy forces that do upgrade their devices for a much needed stronger device.

I sort of disagree with the advice on 18 pounders. By fall of 1942 I was able to upgrade all units that can use them to 25 pounders. A/T guns and light AA devices were harder to come by.

If units in India are performing garrison duties against partisans as well as a defensive garrison against a quick surprise attack by the Japanese, they only need the 18 pounders. By keeping some 25 pounders in "storage" then any Commonwealth losses will be easier to replace.

I am always an advocate of maintaining pool depth, using this same approach for both LCU devices and Air Frame types.
