There is either a bug or I don't understand how this works. There is a unit with zero supplies. When I try to air drop supplies to it I get the message shown. It is in range and other units in the area received air supplies with no problem.

Basically it is telling you that the unit does not need supply so no need to give it any. I did not see the supply state before you tried to supply it so I cannot say if the computer is telling you correctly.

As I said, the unit has zero supplies so it definitely needs them.

Can you show the supply stat tab of this 0 supply unit?

I also see a green block indicating it is in good supply?

It might also be the fact it is not attached to any HQ ?

Hence it does not request supplies... hence it received all that it requested... hence it thinks it is missing 0 points of the requested supplies (which would have been 0)

That appears to be it. The unit's HQ got killed off earlier in the game turn and I didn't notice.

So the bottom line is units without a HQ can't be air supplied. If I had assigned the unit to an HQ, would I be able to air supply it that same turn or would I have to wait until the following turn?

You'll probably would have to wait till next turn since it needs to make a request thats not delivered in order to receive air supply.
