Just wanted to say I'm seeing the same thing. It started happening right around the time I was upgraded to a new Windows 10 insider preview build. I'm currently on Build 16251.
At first I thought it might be the same issue as the folks with the higher resolution monitors are having, even though mine is 1080. I went through those troubleshooting steps but it didn't make a difference.
Here's a little more information. First, the glitch only seems to happen when time is running in game. While it is paused, everything looks ok. Also, the glitch will temporary go away when you click on a different unit but within a few seconds it will reappear. If you reduce the information displayed in the window, for example if you hide things like Unit Doctrine, it will take longer for the glitch to appear. The more information in the window, the faster it glitches out.
I have the (I believe) latest build, 1.12 Build 936.21. I've also tried updating the graphics drivers, reinstalling from Steam and all the basic things without any luck.
