Why is the garrison CV "0" for security units? I thought that they were supposed to be especially good at anti-partisan duty.

No it's OK - It looks like all the security regiments show "0" but the security Division in Paris shows "4"

This is either a rounding issue (rather small regiment, manpower-wise) or an issue with the security squads not properly accounted for.
