Are these permanent, temporary, or nothing? I see them on the list of units lost. But what is the reality?

As far as I can tell, the Detailed Losses table seems to double-count land units that are lost when in Transport mode. Such lost units will be tallied once in the row appropriate to their unit type (Corps, Army, etc.) and then again in the Transport or Amphib Transport row.

Losing amphib units does not seem to curtail the number of amphib units you can create on subsequent turs, so I'd say the count of amphib units lost is of no particular significance

Since you pay for them every time you ship a unit, the amphib are not permanently lost, just rebuilt whether sunk or successfully transported.
It's the same as any lost unit in that regard.
