Is there still a chance for introduction of ground units? I think it was planned some time ago.

RaptorX is correct, but I THINK -- and I could be wrong -- the developers said ground combat is not modeled well, and that is a future improvement.
So yes, they shoot at each other, but they mostly act as targets and interact well with the naval power/air power aspect...

Some ground-combat aspects impacting on the scenarios and Air-Naval operations which are the focus of CMANO could no doubt be improved.

I've mentioned a few times the Counter-Battery Radars (actually not working as radars at all) & Fire...

Ground-Units being assigned to specific types of missions or behaviours: i.e. "Blinking" in Air Defence Radars, "Shoot & Scoot" tactics from shelters or underground HARTs...

Can't help specifically with counter battery radars (although can think of a few easy ways to abstract this)

Blinking and shoot and scoot are easy things to script in Lua though.

The way i see it, the more CMANO can incorporate in its own interface (Mission Planner, EMCOM Settings, etc.) instead of letting everything to users' scripting abilities, the more robust and pleasant and experience-maker will it become.

This is actually an interesting test case from the perspective of modeling recent historical air and naval operations because during the Kosovo bombing campaign the U.S. Army integrated the data from its counter battery radars into the air tasking order process, which enabled USAF and USN aircraft to (finally) target the FRY artillery effectively and actually impact the ongoing genocide.
