Interesting concept. Note that the mention of the 2000km range was against satellites in orbit using phased array tech (same as AEGIS). Looks like the Dutch are looking at both a fixed system on something like a oil rig as well as at fitting it in a ship too. They even point out the system, now mature, will detect stealth aircraft and missiles quicker than what they have now.

No, I think you misinterpret. The article describes that if you want a radar with more range, you could achieve this by "just" boosting its power. This is often done by the US. And if the powerunit gets to big for a ship you could place it on an oilrig. But longer range can also be achieved by making the receiver more sensitive for the returning information. This is one of the methods used to get the range of 2000 kilometers.
