A/Cs do not use dumb bombs in some loadouts during land strike missions. I think it happens when an a/c assigned to a strike mission has dumb bombs and rockets/guided air-surface missiles. The a/c attacks with its guided missiles at 61m alt and never gets to min bomb launch altitude. If a/c has only bombs then after passing IP point it ascends to the min launch alt and attacks as intended.
