The WAI air groups that arrive in 1944 in the BGI scenario arrive without any pilots, and because WAI only get one trained pilot per turn and it doesn't appear possible to add untrained pilots to the air groups (or to any othe r allied nationality for that matter), they become unusable. Even the trained pilot produced each turn doesn´t seem to end up in any of the air groups.

I am the one that kronolog is mercilessly beating in Italy. Keep it that way, I don't need Italian planes to add up to the slaughter !

However...
...I have the same problem, which especially damaging for the German air units : in fact it seems that no untrained replacements are ever allowed ! Looks like a bug to me...
