All is in the title. In previous instances of the games, the effects of flak and SAMs were quite... dubious. Is this fixed?

Run some sandbox tests to find out my friend. I have and I think I've found AA units firing at targets out of their hex when they are a single hex range unit. I don't have any proof and I may be remembering it wrong but that's my understanding.
