Battle of Leyte Gulf with full PO.

Fixed PO display on initial screen and a typo.

I downloaded all three of the Pacific Battles and when trying to play they only allow Hot Seat or PBEM. No PO options.

Open the game using the hotseat and then once in the game click on play and select computer then select what PO you want. The initial screen must have a bug and does not show computer options.

Fixed initial PO screen with updated scenario.

Should work from the initial screen. Have you checked View > Properties in the editor? It should say This Scenario is Valid, if not it will tell you should needs to be fixed.
