I started a game on a large map with 30 civs, and it started me with a civ in the same system as me. Which is cool, but once I got everything going, and built my first constructor, I realized I couldn't build. Now I've played this game a lot, and know that I can build in a system even if there are a few different civs in that system, so I am confused... Is this normal or a bug?

The two colonies will project their own spheres of influences, and as they are probably of the same power, they will split the system in half.

The issue is that the planets move around, and who controls what will change over time. So where you may have been able to build an hour ago is no longer possible, and the mine you actually built does now produce a conflict. You should be able to see it outside the system as well, as the zones of influence change as their relative position does.

If starting in a shared system, I would suggest to either conquer the other capital really fast, or to remake the galaxy.

neither of us have warp drives yet, therefor no spheres of influence. I do understand what you are saying though, and it's probably the cause. I'll just lets the game progress more and see the outcome.

There is a small sphere of influence, even without warp. It's just very small.

You can always try to win the development race. The borders depends mostly on the development of your planet. So if your dev is a lot higher than the other planet, the space will be considered yours.
You can build mines, but the other civ may consider them in their space.

It will obviously end in a war sooner or later. You better get ready for it.

Also population count is important, so make sure you keep your taxes lower than theirs so your pop grows quicker and you gain a greater sphere of influence.

I think having 2 empires start in the same system is a very interesting start...you're going to have some slaves on your hands really soon [:'(]
