To reproduce:

1) In player options turn on 'Movies' and 'Auto Save Large Movies'.

2) Complete your turn normally.

Expected result:

Small and large end of turn jpgs would be saved in the save game directory.

Actual result:

The small image saved as expected but the large one was a white image with only place names on it.

That is an error indeed.
The JPG map/movie issue is known to the developers,

What you can do as you noticed is set Auto Save Large Movies to Off and only Movies to On to have the small images.
