After I save them and leave the game, when I open the game again, my scenarios aren't visible, yet they are when I go into the game files. I've verified the game files and reinstalled the game but nothing is happeneing.

Are you saving them as *.SCEN or *.SAVE files?

On top left in the Load Scenario window, you can select the 'Save games' tab and your scenarios are likely found there.
