The way I have done it is to add a dozen or so Single-Unit airfields at locations of real airports, then add several civilian aircraft to each of them. Stagger the ready times so the aircraft won't all take-off at once. Then, you can create a random ferry mission with all the airports as destinations and all the aircraft assigned. This should result in enough traffic to require the player to get positive ID before shooting. If you want to actually model airways/routes/etc, it would be possible to do that using support missions, combined with a trigger to change an aircraft home base to it's intended destination. However, that almost seems like too much work for a busy scenario. I'd only go to that level of effort if you wanted to play tricks on the player, like have Backfires fly on civilian routes to disguise their ID.
