I know it is stated somewhere but I can't find it and I want to be sure.

The American Army divisions slated to fight in the Pacific change HQ on their own correct? Should I bother wasting PP on them to move it closer?

I don't think they ever change the assigned HQ on their own.

You have to buy out restricted units using Political Points (PP) - they do not become unrestricted on their own.
