In the Road to Moscow II Smolensk scenario, the 71th and 15th regiments of the German 29th division have only 1 movement
point (100% supply, in mobile formation next to their HQ), so they can never move more than 1 hex at the time except
by train, is this a bug?

Fixed.
In Mod Scenario above, and will also be fixed in next patch.
Meanwhile, this should do.

There's no way to edit an in progress game.
