So if you have an airgroup with a maximum of 40 planes which has only 19, and your percentage requiered to fly is 50%, that airgroups will not fly in anything. The other air doctrine settings (not percentage required to fly) that follow it are the ones that relate to how many planes the AI will try to send in a mission if it can.
