I'm playing D21 as Germans in 1941. How does TOAW model the fighting power of the T-34 tank versus German infantry which lacks sufficient AT capabilities to penetrate its armor?
As a practical matter I'm interested if it's efficient to divide anti-tank and anti-air assets into sub-units? Ensuring that each hex has at least some 88 mm guns capable of penetrating the T34 tank?

To answer the 2nd paragraph of your question; yes and no. Examples how the 'inner-works' of TOAW IV handles AT/AP combat, have a look at some of the insights at the tutorials and feel free to toy around with them. They should explain the combined arms concept quite nicely.
