In Focus Pacific, AV Langley can be converted to a CVE of 28 a/c, which in my opinion is at least 10 too many. When she was a carrier, she was more like AVG-1 Long Island. To address the original issue, yeah, to code a "one off" like Langley which would significantly impact the game would not be worth the effort. quote:

I'm not trolling, I'm genuinely interested. In my opinion (and I humbly submit that it is only an opinion), I would have thought that since the Cleveland class conversions to CVLs were not officially ordered until January 1942, they could have been coded into the game/database.
