I had expanded the Soviet Air Force to over 250 groups of both fighters and bombers; including the other stuff I was over 20K aircraft. A bunch of my new fighter units were sitting in the national reserve, and seemingly they weren't gaining any experience or morale; they seemed stuck on their numbers they had when they were available for use ( experience 33, morale about 43 ).
In the update notes there seems to be a limit of 32K aircraft, so the problem shouldn't be from that.
