At some point - I forget when - MichaelM made a change so that the range of the effect equals the range shown on the unit's display. So radius 1 means it will have effect in surrounding hexes. The old way, going all the way back to WITP (not WITP-AE) was to subtract 1 so that a radius of 1 meant influence in the same hex only. IIRC WITP-AE started out that way and as I said changed I'm-not-sure-when.
