This is probably just me being really stupid, but if someone else could take a look at this save and see what I am missing, that would be really appreciated.

I have checked both South Korea's side doctrine and doctrine for specific units, and both show that Weapons ROE is TIGHT, but when I try to manually allocate weapons, I get a message telling me that WCS is WEAPONS HOLD. Is there a 3rd ROE page that I am missing? Please let me know.

There are ROEs for side, unit, group, mission. I think that is the order that they get checked in, but it can get confusing sometimes as to which one is taking actual preference in a particular circumstance.[:D]

Yeah, it was weapons hold for each individual unit. Weird that it dosen't show up for side or group doctrine, seems like the scenario creator set it to weapons hold for each unit manually. Thanks for the help!

The unit's individual doctrine seems to trump all other doctrine selections. Is this intended? If so, in order to fix the weapons hold problem, you need to go into the specific doctrine page for every single unit and change it manually. There must be an easier way.

There are buttons on the bottom of the ROE screen that I use to reset/inherit the settings whenever units start to 'misbehave'.
