Anti-personnel strength is a combination of shell weight (expresed in Kg) multiplied by the rate of fire. For example: the 37mm AA Gun (61-K) has a shell weight of 800g and a rate of fire of 60; so 0,8x60=48; in toaw terms 48/8=6 The case of the 40mm cannon is more strange, it has a shell weight of 900g, and they are many versions for example; 40L60 (rof=120); 0,9x120=108=13 40L70 (rof=240); 0,9x240=216=27 40L70 (rof=300); 0,9x300=270=33 40L70 (rof=330); 0,9x330=297=37 The AP of the 40mm cannon varies from 13 to 37, I think that the value of 31 was chosen by Norm Koger (the designer of the original TOAW) arbitrarily
