The anti-personnel strength of 40mm AA Gun (Bofors 40L60) = 31;
The anti-personnel strength of 37mm AA Gun (61-K) = 6;
The anti-personnel strength of 57mm AA Gun (S-60) = 13.
Does this make sense?

Anti-personnel strength is a combination of shell weight (expresed in Kg) multiplied by the rate of fire.

For example: the 37mm AA Gun (61-K) has a shell weight of 800g and a rate of fire of 60; so 0,8x60=48; in toaw terms 48/8=6

The case of the 40mm cannon is more strange, it has a shell weight of 900g, and they are many versions for example;
40L60 (rof=120); 0,9x120=108=13
40L70 (rof=240); 0,9x240=216=27
40L70 (rof=300); 0,9x300=270=33
40L70 (rof=330); 0,9x330=297=37

The AP of the 40mm cannon varies from 13 to 37, I think that the value of 31 was chosen by Norm Koger (the designer of the original TOAW) arbitrarily

Crusader SPAAG also has crazy high AP. That one always sticks in my mind, and it made me wonder if it was meant to represent a quad 40mm, which would certainly make havoc on the marching infantry.
