Does the state of the staging base matter? For example, does it matter if the staging air base is at greater than 100% capacity? Or if the staging base has a different HQ than the mission aircraft? Using the word “matter” to mean does it have any negative effect on the mission itself.

The state of the staging base does not matter. It is just a nav point, nothing more.
