Is this correct? No garrison for USSR in Persia... Game rolled for Persia and it shows there is no garrison at all.

CW is usually very tricky for prod planning and often completely broken in MWIF but this turn things seem ok. Here is what they look like. US lending of oil has helped along with stopping lending to France. Hopefully after a few turns of this some oil reserve will be built.

I can’t build supply unit even if I build it before anything else. Can others try that too to make sure it’s not my autosave that causes problems.

If CW has 3 oils, can it build fighter, HQ-I and supply unit same turn?

No bug.

All 3 BPs for the supply unit must come from oil. Since the CW PM is only 0,75 the 3 oil only equals 2 BPs. 4 oil need to be produced for to build a supply unit.

3 x 0.75 = 2.25
4 x 0.75 = 3

Yes. The only unit that needs oil for production is the supply unit. Although, at the moment, 4 oil is needed to build the supply unit.

Yes, I just checked that 4 oil is routed to CW production during the stay at sea step. However, in the picture shown above there are only 3 CW oil going to production., I assume that that picture is from the production step. So one can suspect that something has changed between those two points. Maybe CP returned to base that was needed? The wrong oil was used for reorganisation. Or something might have been changed in the final recourse routing step.

I went back to the 'return to base' save I got and just advanced every step to production. Didn't use any oil for reorganization. CW was then able to build the supply unit.

Edit: It was actually the 'stay at sea' save that I used.
