Just started fooling with a game vs. the (Allied) AI.

Upon Poland's conquest (2nd turn) after I decided to honor the pact there were 2 Garrison Surrender messages
that popped up showing what I believe to be Russian Garrisons surrendering in the forts of Brest-Litovsk & Przemysl.

When my turn started again, I turned off FOW and could not find the 2 Russian Garrisons (the elite 6 strength) that normally get placed there.
In there stead were Armies. I don't know if they were railed there or are some kind of scripted replacements for the Garrisons.
This is not mentioned in the patch/campaign changes.

Is this working as intended?

Just started an Allied game (Axis AI) and watched it happen from the Allied side.

It's like the Russian Garrisons are being placed too early then get removed when Poland gets divided.

Started another test/game.

This time 1 of the Garrisons (Brest-Litovsk) surrendered while the other (Przemysl) didn't.

I had the same problem. Poland surrendered VS AI, Both 6str Garrisons flicked on then disappeared.

Ok, so I just had this happen too in my latest v1.13 PBEM++ game:

Here is a hotfix link that should resolve this issue. It is also backwards compatible with v1.13 and current saved games, as well as PBEM++ games in progress, will not be affected:

To use this hotfix, please download from the link above, de-compress the file, and place it into your SC3 installation folder pasting over the existing EXE. Typically this folder can be found here:

C:\Program Files (x86)\Matrix Games\Strategic Command WWII - War in Europe

When you then launch the game it should show as v1.13.01 in the bottom right hand corner of the MAIN MENU screen.

Note, this hotfix should work fine for the Matrix installation, Steam users may find that Steam will complain and try and overwrite this file with the Steam version of the EXE which is currently at v1.13.

So will this correct a game in progress in which the bug already occurred such that the surrendered garrisons (with the appropriate level of entrenchment) will be put back in place, or would one have to restart the game with the hotfix from the beginning?

If you've gone beyond that point, I doubt it will be 'corrected' in the sense of returning the 2 GARR.
I believe he meant that you can continue a 1.13 game with 1.13.01 without any issues.

Yes, this is what I expected...but just wanted to be sure.

My opponent and I just started so I will propose to him that we start over with 1.13.01, as this seems unfair to the Allies to lose two important garrisons like that for no good reason.

Correct, you'll have to restart your game if you would like those units back, but at least they will no longer be lost when you start a new game going forward.

So it worked for Taxman66 and partially worked for Guderian1940. The mystery deepens [&:]

I will ask my PBEM opponent to be sure he also applied the hotfix and I will run a test game with the AI and report back.

It worked for me too in my test against the AI.

So maybe my PBEM opponent did not installed the hotfix patch...

I PMed him on that and will report back.

@Guderian1940, was your game in which it happened again against the AI?

I assume you mean that your opponent did not apply the hotfix (but you did) and so that is why you still got the bug, right?
I Pm-ed my opponent to ask him if he applied the hotfix or not, but haven't heard back yet.

Don't you feel that this puts the Allies at a bit of a disadvantage?

I always fill those forts with corps, agreed its very minor 70MPP or so. I'm certainly not ending my game (i'm Allied) because of it.

they are 35 each correct and there are 2 of them.

They would be 35 to buy new, but they count as destroyed while in supply so have the asterisk beside them and only cost 23 to rebuild.

What if this bug affects other turns that we do not know about. Other things may still not be right. It does not feel like the same.

You forget the 6 strength and experience level. When The USSR only gets 10-20 points a turn, at the beginning, not so easy to replace. Certainly not a handicap the USSR needs early on.

And you guys are forgetting the combat loss bug with the non 01 version.

In my games its only the Brest garrison that is missing an it costs 21 mpp to replace, there is no option for a 6 str garrison.

Now that we can get out of the weeds.

Yes Guderian it should be fixed, I never do this hot fix things

This is clearly a bug and has been fixed with the hotfix. Why the fuss about playing on with a bug?

IMHO, I think the Allies are clearly disadvantaged by this, especially against a very experienced and calculating Axis opponent where every single MPP counts (i.e., someone like Sugar...).

2 Garrisons for Russia (even with an elite pip) are not going to make a difference one way or the other.
If you could cash them out for MPP most players probably would.
You shouldn't leave them in front of the Germans, as they won't slow them and they do nothing but give away easy experience.
I shipped one into the Russian controlled port in Finland (as Finland was about to join anyway) simply as a nuisance, but I think they are better off either Garrisoning Black Sea ports (other than Sevastopol and Rostov of course) or shipped to Northern Finland to block the roads from Finnish GARR/Corps from encroaching on the rail line to Murmansk.


The higher randomization of damage fix affects both sides equally so shouldn't be a help or hindrance.
