When I use naval units to attack land targets, they always and only attack the resource. Is there any way to have them attack the enemy units?

If you look at the pre-attack text when you've highlighted your ship, it gives a (typically small) percentage chance of damaging the unit too. FWIW.

You can increase your naval tech to increase the chance of hitting the unit (also pretects the ship more from the resource return fire) or you can just attack coastal units not on resources.
