What is better:

Lvl 2 fort in rough (x2) terrain or Lvl 4 fort in clear terrain?

Better in terms of withstanding bombing and arty? Probably rough too
Better in terms of fortifying further? Definitely rough )

A level 4 fortified position takes longer than a level two to be overcome. Rough terrain is never overcome no matter how many engineers you throw at it. Lvl 2 fort in rough it is.

I think the question is about quantitative advantage.
Level 1 forts = .15 advantage
Level 2 forts = .40 (.15+.25)
Level 3 forts = .65
Level 4 forts = .90

Rough terrain =2.0 defensive advantage all by itself. Jungle Rough or Wooded Rough = 3.0 advantage.

Edit - note that when doing a Deliberate Attack the troops owning the forts keep that protective advantage.
When they do a Shock Attack they leave their cover to charge the enemy and have no fort protection.

I believe that is incorrect. It should be...
Level 1 fort = x1.10
Level 2 fort = x1.25
Level 3 fort = x1.50
Level 4 fort = x1.75
Level 5 fort = x2

Edit: Oops hit the wrong button. At any rate the answer to the ops question is still a lvl 2 fort in rough terrain.
