Quick question: how are people getting their scenarios these days?

I've generally just waited for new releases of the official community pack (mostly I'm under the impression that it maintains a level of quality), but there hasn't been one in some time.

Are most people waiting for the next pack, or do you just grab new scenarios as they appear on Steam?

I check both. Recently, there have been a bunch of good scenarios through the steam workshop. A couple of my favorites are:

-The Gold Rush series (3/4 scenarios released)
-Green Men in the Baltic Sea
-Operation Baltic Heat series (4/5 scenarios released)
-Flames of the East China Sea

Its mostly hit or miss with the Steam scenarios, as you don't know what the quality will be, but recently, I think there have been more hits than misses.
