I havent played Command for a while, but now getting to back it. I tested new submarine periscope and it's awesome new feature, finally properly detecting surface contacts. But I could not detect land target just 1 mile away (coastal radar). Coastal radar Mk1 Eye ball was able to detect submarine's periscope and submarine was totally blind to this new land contact.

Not sure is it only Swedish A-19 Gotland class or all submarines. Are subs able to detect land targets with periscope? Anyone else tested this?

Yes, this represents camouflage measures taken by stationary ground units. Buildings etc should be much easier to spot.

I observed this just the other day. A sub was able to detect an enemy anti-ship missile battery right on the shoreline presumably using the periscope. I would think the circumstances of the detection are pretty specific to everything involved and it would take a bit of controlled testing to figure out all the variables e.g. lighting, weather, sea, state etc.. Ideal conditions may have to be in place for visual/pin point detection. Using subs this way is definitely something to consider if the player suspects a coastal sector contains valuable targets and other means (aerial for example) of spotting them are limited.

One thing to keep in mind is elevation. A sub periscope would not be able to see past the slightest rise in ground at the shoreline. If the target is in dead ground to it, no lookie.
