I agree with Yamamoto to an extent. A naval strike should be launched first, but what about ground based radar? If carriers are spotted in the are of a base in the preceding day, it would be safe to assume that the aircraft at the base would take off at the first sign of a blip on the screen - Midway. Yamamoto's idea does fix something that is out of whack. Unless I'm wrong I don't ever remember any raids on bases of either side where the CV's arrived at the strike destination, cruised all day sunbathing in the beautiful Pacific, made sure that there were no enemy CV's, let the base aircraft take a swipe at them, and then launched their strike in the afternoon. The strikes were always made first thing in the morning, before scouts could report back. That is what happened at Midway. When a CV squadron is given an order to attack a base, they should not have any other option. If you want to keep squadrons in reserve for naval attack with a base attck option in the AFTERNOON ONLY, that is fine.
