Champagne -> Are there Soviet Off Board Factories? (9/14/2018 5:24:55 PM)

I'm playing against the Soviet AI in a Bitter End Grand Campaign. It is late May, 1943. I have advanced the Axis units to the Eastern board edge, with Chelyabinsk as the Northern point and Magnitogorsk as the Southern point of the Axis board edge points. The Northern point of the line is just East of Leningrad. The Southern point is Rostov. I have not attacked any further South than Rostov. My simple questions: 1) I assume that the Soviet has Off Board tank factories, because the AI currently has over 11,000 tanks! Can anyone explain why Soviet tank production remains high, even though so many of their factories are captured? 2) Must I garrison the board edge to prevent the AI from placing Soviet reinforcements there? Or may I hold the Northern and Southern board edge points and ignore the board edge hexes in between? Thanks!
