TOAW: Any scale. Armies to regiments. WITE: Divisions. TOAW: Any time per time as the scenario provides. WITE: 1 week 1 turn. So TOAW is a better choice for campaigns since it provides much more details. If you play the Soviet counterattack in Stalingrad with WITE, it means u must complete the surrounding of 6th Army in 1 turn. But in TOAW u can look into how Red Army launches its fierce attack. But in a larger scale, especially about a total simulation of east front or big campaigns like Operation Blau, I would choose WITE. WITE has better supply system (and an even better one in WITE2), production system. And only in WITE, a Soviet player could organize a strategic reserve force. Also, the time stamp system in TOAW would cause too mach work to do in a single turn. TOAW and WITE are different games. The major 1 I kept it till now is that: TOAW is a system for so many scenarios as the imagination of players could reach, WITE is a system designed for Eastern Front from the beginning of development.
