When I play as Soviets, I think of it as a jackpot, like the Rote Kapelle hacked into the Reichsbank secure network and secretly transferred a huge balance from a Goering 4-year plan account to one of our secret cover Swiss bank accounts. Can't explain design justification except as an aid to good players who need to make a ton of SU reassignments and strategic HHQ re-shuffles in 1941. For 1941, many of my senior Red Army commanders already have some pretty generous skill/exp numbers, so ultimately the AP bonus windfall has to be a playbalancing boat-floater. Perhaps in WitE2 we'll see a less abstract means of exchange to pay for admin changes - something related to payments with experience, morale, readiness or movement points.
