That may be correct, but as a rule, makes little sense. HQ unit acquires resupply from railhead and distributes to subordinates normally using inherent HQ supply lift capacity. Dumps are for holding overflow that will also flow to the units (unless Corps HQ is in the black market business) . Material used to support HQ support activities is accountable inventory property never held in supply or fuel dumps. Corps CDR would be court-martialed if caught keeping a segregated supply of expendables for HQ units exclusive use. In an airdrop, he does not have to travel to a railhead/depot, only has to travel within scatter range of the drop zone hex. No plausible reason for not distributing. Besides, that's certainly the technique used when airlifting supplies. HQ location is a more certain location than units' dynamic location due to fluid combat realities; AD flak threat is always presumed to be greater toward the forward edge of the battle space; HQ trains are always in the rear a safe distance from the FEBA. Best solution would be HQ acquires resupply on turn x and distributes to subordinates on T x+1 (following turn). I've been playing under the assumption that units receive supply from HQ on the turn following HQ acquisition from railheads. Regardless, HQ receives air drops to resupply combat units and if rules don't allow they need to be fixed.
