I suspect that this bug probably related to server issues:
In my game with SaulGoodman I witnessed a replay where Germany declared on the low countries and the low countries set up all their units with 0 strength.
The Germans then attacked them, and I believe destroyed every single one of them with a single attack without taking any casualties.
Given my PM conversation with Saul, I believe it was more than a replay display error and the Netherlands/Belgian units actually set up with 0 strength.
I'll let him confirm this here.
