What does this feature mean?

The manual says: "Foot recon formations can try to infiltrate the enemy setup zone. The chance for success depends on the enemy area depth and the recon unit training level. If a hostile unit has a LOS to the target location then the attempt fails. That is why low visibility and closed terrain (for example urban areas and forest) may be better targets than open terrain."

When right clicking a unit infiltrate order seems missing

It's available in the setup phase for the foot recon formations, not mech.
