German took (Moskow-Kuybyshev-Perm) but URSS no surrender; do i have to conquer more territory of URSS to surrender or eliminated more Rusia troops or both?

It may take a turn or two, it's not always immediate.

And with that many units left they might be immune to surrender. If I remember right they get a cumulative % chance for each unit still in the nation. Kill more units.
