In the solo game I'm playing, the Allies started running into oil problems in 1943 so I built out the US and CW synth plants. Now it's Sep/Oct 1944 and the synths are almost all in play and the oil problems are still bad (worse, even!). I'm kind of regretting not campaigning in the Middle East in the first half of the game. I could do it now, but with the game almost over... eh. You're right, my mistake ... CW does indeed have 6 oil points. In your game is it the Western Allies or Soviets that are having oil problems?
