What triggers USSR entry?

I ask because I have been patiently building up forces for a surprise attack, and now that I am finally ready (May 29, 1941), the USSR always DOWs me first! This has never happened before. I do note that, for the first time, I have taken Cairo before I have begun Barbarossa. Could that be it?
